The two-layer model
Permanent guardianship. Elected leadership.
The governance of I-ATIC rests principally on two institutional layers: the Permanent Governing Council (PGC), the permanent institutional and strategic body, and the Elected Executive Council (EEC), the democratic and operational management body.
Both bodies work collaboratively while keeping clearly defined responsibilities. A professional Secretariat carries out the work, and country chapters and sector councils take it to international markets and individual industries.

Governing bodies
Clearly defined responsibilities.
The PGC protects what must not change. The EEC runs what must keep moving.
Permanent
Permanent Governing Council (PGC)
The guardian of the Charter, institutional identity, long-term vision and continuity of I-ATIC. It has authority over fundamental institutional matters, including:
- Protection of the I-ATIC Charter
- Protection of the name, emblem, brand and institutional identity
- Approval of fundamental amendments to the Constitution
- Approval of the creation or dissolution of international country chapters
- Appointment or confirmation of the Secretary-General where prescribed
- Approval of strategic international alliances
- Resolution of major constitutional disputes
- Protection of the long-term independence of I-ATIC
- Review of the performance of the Elected Executive Council
- Removal of office bearers in cases of serious misconduct, subject to due process
The PGC ordinarily does not interfere in the routine administrative or operational matters of the EEC.
Elected
Elected Executive Council (EEC)
Responsible for the democratic administration and operational affairs of I-ATIC. The EEC:
- Implements the policies and objectives of I-ATIC
- Manages membership
- Organises conferences, summits and trade programmes
- Develops business and institutional partnerships
- Manages country and sector activities
- Prepares annual programmes and budgets
- Manages routine administration
- Maintains communication with members
- Submits annual reports to the appropriate governing body
- Carries out all lawful activities necessary to achieve I-ATIC’s objectives
The normal term of the EEC is three years. Members may seek re-election under the election rules.

How the work of the councils reaches members, markets and industries.

- Provides strategic advice to I-ATIC
- Does not automatically hold voting rights

Elections
Elections follow election regulations approved by I-ATIC; eligible voting members take part according to their membership category. An independent Election Committee may be formed before every election to:
- Publish the election schedule
- Verify eligibility and receive nominations
- Conduct voting and declare results
- Resolve preliminary electoral objections
The PGC ensures that the election process remains consistent with the Constitution.
Voting
Ordinary operational decisions of the EEC are decided by a simple majority. In case of equality, the presiding officer has a casting vote, subject to applicable law.
Matters affecting the fundamental Charter, institutional identity, dissolution or major constitutional provisions need the approval prescribed by the PGC and the General Assembly.
Amendments and interpretation
Ordinary amendments may be proposed by the EEC or the PGC. Amendments affecting the fundamental identity, founding objectives, institutional structure or permanent provisions need PGC approval and the requisite General Assembly approval.
Where the Constitution is ambiguous, the PGC provides institutional guidance; on routine administration the EEC has operational authority.
Transitional provision: until the first democratic election is conducted, a Founding Governing Committee administers I-ATIC. The Founder and Founding Council establish the initial membership framework, approve the first election regulations and facilitate the transition to the Elected Executive Council once the membership base and initial institutional set-up are in place.
